Unicode, the authority responsible for computer text and characters, plans to make Scottish, Welsh and English flags available from 2017.
However, it will be up to individual smartphone makers to add them to keyboards.
The UK flag is already available on most iPhone and Android devices.
In a message to developers, Unicode said: "A proposed update is available for public review and feedback.
"This new version adds a mechanism to support regional flags, such as Scotland or California, though the choice of which of these flags to support is left to vendors."
The flag of Northern Ireland is not included in the plan as it does not have official status, but features in a separate proposal to introduce regional flags.
